Recent value engineering projects include the 200 million-dollar Essex Correctional Facility in Newark, NJ and the 7 million-dollar Rohar Campus addition for Camden County College. Both projects presented unique value engineering challenges. In the case of the Essex County Correctional Facility, PCM was charged with offering quantitive suggestions to bring the considerable site work package to within the allotted budget. Our research resulted in suggestions that were included in the engineering design and led to favorable bid results.
These value-engineering improvements included the relocation and consolidation of the proposed detention basins, substitutions of paver material and the lowering of certain elevations to save imported fill.
For the Camden County project the value engineering team developed an ESCO bid package and ultimately found alternate financing for all the HVAC and lighting.
During the Plan Review process the contract plans and specifications are analyzed with an exhaustive detail-by-detail and note-by-note approach to ensure there are not contradictions, missing details or erroneous details. Owner's preferences with respect to items such as fixture and equipment standards are investigated and noted in the final report. Recent plan reviews have been completed for a new Post Partum and Pediatric Unit for Saint Barnabas Medical Center at 90% design. These reviews drastically reduce change orders and expedite the bidding and construction process by eliminating most confusion.
